    2. Students who received an Israel visa in December or earlier but couldn't fly due to a pandemic situation.

    •         Health Insurance covering Covid-19.
    •          Isolation form.
    •          Approval from the Health Ministry in Israel.

    3. Students who already have valid Israel visa issued from the Israel Ministry. And visited India on vacation & were stuck due to pandemic situation and now wish to go back to Israel to continue Ph.D. or postdoctoral.
     
    They must submit the following documents to IVP in person or by courier or through email –
     
    •         Acceptance letter from University with the latest date
    •         Health Insurance covering Covid
    •         Isolation form
    •         Approval from the Health Ministry in Israel.
     
    Students need to pay service charges at the IVP center.
     
    Once the above documents are complete and forwarded to Embassy.
     
    The Embassy will issue a permit letter."

    Israel travel update

    All Foreign Nationals, will have to present before boarding:

    1. Approval/ Permit Letters from the Population and Immigration Ministry/ Embassy/ Consulate. 
    2. PCR test with a negative finding for the Covid-19 virus performed up to 72 hours before departure from the country of origin, subject to further testing upon arrival in Israel.
    3. Entry of foreign Nationals into Israel is subject to presenting a health insurance (including a clause covering Covid-19 disease).
    4. Entry of foreign Nationals into Israel is subject to filling an Online Health Declaration in Health Ministry website. Please refer to link: Govforms.gov.il/mw/forms/quarantine@health.gov.il
    5. Quarantine Declaration Form submitted with all required documents for the relevant category.
     

    1. Visiting a First degree relative in Israel (citizen or permanent resident, that their center of life is in Israel), will be examined only for foreigners who were vaccinated (2 doses) for Covid-19 (official Certificate is required) or recovered from Covid-19 (official Certificate or other verified evidences).
    * Verified evidences of the family relations is required.

    2. New students - will be allowed to enter Israel in accordance with the regular A2 procedure.
    *Till 13/4/2021 Students who started their studies and are staying in India, will be allowed entry in accordance to the list that was forwarded to the Border Control. 
    Their permit letters will be issued by the Population and Immigration Authority.

    List of required documents:
    Presenting a Health insurance that includes a clause covering Covid-19 disease (through the stay)
    Passport (valid for at least 6 months)
    Official admission letter from the University specifying the field of studies and the exact date in which the course starts.
    Bank statement
    A signed application form of the visa
    A copy of the University Health Statement and a health certificate of the educational institution issued by the Population Authority (Health Ministry’s approval)
    Quarantine declaration

    Families of students will be allowed to join the students as long as they provide the same documents.
     

    3. Experts – 
    Documents are required:​

    Quarantine declaration

    4. Weddings – 
    Arrivals for a weddings of first-degree Israeli relatives are allowed in accordance with the Health Ministry’s quarantine guidelines, and will be permitted only for those who were vaccinated (2 doses) for Covid-19 (official Certificate is required) or recovered from Covid-19 (official Certificate or other verified evidences)
    *The groom/bride’s parents are excluded from presenting Vaccination Certificate (but must follow the Health Ministry’s quarantine guidelines).

    5. Bar- Mitzvah/ Births-
    Arrival for a first-degree relative will be allowed only for those who were vaccinated (2 doses) for Covid-19 (official Certificate is required) or recovered from Covid-19 (official Certificate or other verified evidences).

    6. Funerals –
    Arrival for a first-degree relative (without spouse) will be allowed only for the funeral (24 hours). 
    Participation in a “Shivaa” will be in accordance to the Health Ministry quarantine guidelines.
     

    7. Religious workers / volunteers–
    Confirmations for A3 /B4 from the Interior Ministry is required.
    The consul will examine the applications and accordingly issue a visa and a permit letter.
    Recommendation from the Religious Group Department and approval from the Health Ministry for the Quarantine are required.
     

    8. Caregivers – Home Nursing:
    According to the standard procedure.

    PCR test with a negative finding for the Covid -19 virus performed up to 72 hours before departure from the country of origin, subject to further testing upon arrival in Israel. 
     

    9. Business – Foreign businesspersons who are interested in visiting Israel for business will have to request the company in Israel to handle the application with the authorities In Israel.

    Israel travel update for A/2 Students and A/4 Dependent Visa

    The Israeli missions are continuing to issue student visas subject to:-

    • Presenting health insurance (including a clause covering corona disease).
    • Passport (valid for at least 6 months).
    • Official admission letter from the University specifying the field of studies. (issued with Latest dates)
    • Bank statement.
    • An online visa application form signed by the applicant.
    • A copy of the University Health Statement and a health certificate of the educational institution issued by the Population Authority.
    • Quarantine form. Click here.
    • COVID test 72 hours before departure.

    The visa issued at the embassy/consulate does not constitute a permit to enter Israel.
     
     Please follow in the Population and Immigration Authority website, for any changes in the entry Policies into Israel and the need for a valid PCR test, with a negative finding for the coronavirus performed, up to 72 hours before departure from the country of origin.

    As of 08 March 2021, according to the Government's decision, the responsibility for examining the entry of foreigners into Israel is in the hands of the Permits Committee headed by the Population and Immigration ministry.

    All Foreign Nationals will have to present before boarding:

    • PCR test with a negative finding for the coronavirus performed up to 72 hours before departure from the country of origin, subject to further testing upon arrival in Israel.
       
    • Entry of foreigners into Israel is subject to presenting health insurance (including a clause covering corona disease).

    In special cases mentioned below, the entry of foreigners into Israel will be allowed (Subject to the approval of the permits Committee  https://govforms.gov.il/mw/forms/ExceptionsRequest@morc.gov.il):

    1. Foreigners / Spouses of Israeli citizens / permanent residents/parents of a child who is an Israeli citizen or a permanent resident may enter Israel in the following cases:-
      • Receiving essential medical care that does not suffer from procrastination, for the passenger or for another person dependent on him.
      • Participation in the funeral of a first-degree relative, including participation in the funeral of a deceased person brought for burial in Israel
      • Assistance to a first-degree relative who is in distress, and who is unable to be assisted by another person who is in Israel
      • Arriving for a legal proceeding to which the person is required to participate, and provided that his remote participation is not appropriate in the circumstances of the case
      • A woman in the third trimester of her pregnancy- in the case of her being married to an Israeli citizen and be registered in the Interior Ministry
      • A humanitarian case or a special personal need that requires entry into Israel
         
    2. Aliya:
      Anyone who holds an immigrant visa or is entitled to immigrant rights and whose immigration cannot be postponed must be accompanied by a permit from the Ministry of Immigration and Absorption or the Jewish Agency.
       
    3. A foreign worker needed to maintain the functional continuity of the economy:
      Experts - A request submitted by the foreign expert's employer, to which must be attached a recommendation from a relevant government ministry (health, economy, energy, transportation, etc.) that there is a need for the expert's entry to maintain the functional continuity of the economy. In addition, a permit application must be attached. The application will be submitted to the relevant government office.

      Home Nursing – Requests for entry of foreign workers in the nursing industry which have been approved by the Embassy /Consulate  (Even if the validity of the permit expired during the month of February (will be examined by the committee, together with the accompanying documents and in accordance with all the data, the decision will be made.

    It may seem unusual for the diplomatic service of a country to become engaged in a labor dispute Out of our deep commitment to presenting Israel’s interest abroad. Israel’s international standing and national security, we, Israeli diplomats, insists that our reasonable demands be met.
    As of today (4 March 2014) and until further notice, no services will be provided to the public and phone calls will not be answered.

    Effective 1 August 2013, the partial strike of the Israeli foreign ministry is temporarily lifted due to an appointment of a mediator in order to resolve the on- going dispute.

    As a result, the Consulate General of Israel, Mumbai has resumed providing all consular services till further notice. People interested in visiting Israel can submit their visa applications at application centre in Mumbai.
